Small dogs are certainly more practical in many ways- they are easier to travel with, shed less, eat less, and are not as powerful, so they are easier to walk and not as likely to accidentally knock over a child. But they are not automatically "low maintenance" dogs just because of their size. Many small dogs have personalities and expectations which greatly exceed their physical size.
Here is an introduction to our criteria and how we came up with our selections for the best low-maintenance dogs. We used four factors to determine which dogs do not require as much time and dedication; however, the factors determining the effort vary greatly between dog owners. Coton de Tulear
The Royal Dog of Madagascar, also known as the Coton de Tulear, is the ultimate home companion. They are medium-energy small dogs, which shed less than average, and have a coat that requires average grooming. They are independent and can do well for several hours at home alone. What sets the Coton de Tulear apart from other small dogs is that they are naturally friendly with people and other dogs. To top it off- the Coton dog gets a bonus point in the grooming category because they are hypoallergenic.

Pug
The beloved Pug is not just a goofy dog breed that somehow always finds itself on viral youtube videos. It is also a popular dog breed because it is excellent for apartment living, is naturally friendly, and can be a great dog for first-time owners. It is relatively low energy, and two short to medium daily walks should be enough to keep it exercised and happy. It does shed, but the hair is short and needs little to no grooming. One caveat with the Pug is that they are prone to several health conditions, which could mean extra trips to the vet.

American Hairless Terrier
The hypoallergenic American Hairless Terrier is independent and can do well for several hours alone in an apartment. They are naturally friendly, healthy, and require very little time dedicated to grooming of any sort. The only caveat is that they have that terrier energy and require daily exercise. The American Hairless Terrier is an excellent option if you can exercise with your dog but are otherwise looking for a low-maintenance small dog breed.

Chihuahua
You may be surprised to see the Chihuahua on this list because let's face it... does any dog have such a high personality to size ratio? The chihuahua is feisty, fearless, and very vocal with strangers and other dogs, but they are also surprisingly low maintenance. They shed little and require only an occasional brushing. They are very healthy dogs overall and can do well in hot weather. They have high energy but will be happy with even just a couple of small daily walks. And the most significant factor which gets them a spot on our list is that they are independent and can do well in the home alone.

Honorable mention:
All three are relatively independent and would make suitable dogs for someone needing to leave them alone often. However, their long coats will require some grooming and upkeep.
All three of these sport a short and very easy-to-maintain coat. However, they have more energy than the other small dogs on this list and will need daily walks to keep them active and not turn destructive.
